Guidelines - Colour Confusion (Colour Blindness)
Roughly 1 in 10 men are fully or partially colour blind”. “--- men are at least 20 times more likely than women to develop colour blindness”.
Energy Safe Victoria (ESV) is established under the Energy Safe Victoria Act 2005 to administer the registration and licensing scheme for electrical contractors and electrical installation workers. Colour confusion within the electrical industry is an issue and has been raised with ESV a number of times.
Colour confusion (generally known as ‘colour blindness’) in the electrical industry has the potential to lead to dangerous situations, both for the electrical worker and for the consumer. From a licensing point of view, it raises questions regarding:
the suitability of a candidate for work in the industry, and for the granting of an occupational licence; and
the duty of care to ensure the promotion of safety for the electrical worker and general community when issuing a licence.
Following consideration of these questions from a Victorian and national licensing perspective, ESV has issued the following comments to help people already working in the industry and anyone considering entering the industry.

- There have been a number of queries from the electrical industry in regard to the use of the certificate of electrical safety system, particularly, as there has been increasing interest in using the certificate system by registered electrical contractors and licence holders.
‘
The Certificate of Electrical Safety System Explained
’ contains information about the system and the telephone number for the IVR System is 1300 360 366 which operates 24 hours per day, 7 days per week. This telephone number can also be found on the rear of the ESV certificates of electrical safety.
Over time the booklet will be amended.

Energy Safe Week has been developed to ensure primary school students are aware of how to keep safe when using gas and electricity. Energy Safe Week helps primary students understand how energy works and how to keep safe while using gas and electricity in household kitchens.
Teachers and their students can Switch For Safety with a free toolkit containing classroom activities for all primary levels with strong links to the curriculum

ESV Parkville Office Closes
ESV will close its gas safety operations location at Wool House, 369 Royal Parade, Parkville – formerly the headquarters of the Office of Gas Safety – at midday on Friday 26 May.
Staff at Parkville will be re-located to the ESV offices at Level 3, 4 Riverside Quay, Southbank, and at 15A Ceylon Street, Nunawading. They will be in their new locations by start of business on Monday, 29 May.
As part of the changes:
The number for gas technical inquiries - 1800 652 563– remains in force.
All correspondence previously addressed to the Parkville office will need to sent to ESV at PO Box 262, Collins Street West, Vic 8007.
Full details of the relocation – including information on where the affected staff are going and their phone numbers – can be found in the attached notice.
