Licensed Electrical Inspectors

This licence may be issued to an applicant for the purpose of inspecting electrical installation work. The electrical installation work may be one of respective classes of prescribed electrical installation work or for non-prescribed electrical installation work. The licence may also give credibility for a person when assessing electrical installations for safety in addition to inspections carried out to regulatory requirements.

Assessments (Safe Approach, G Practical, H Practical and H Theory)

All applicants must complete the Theory and Practical Assessments currently held by both ESV and Epic Training Board (www.epicitb.com) from 1 August 2010 for the above classes only.

How can I apply for an Inspectors Licence?

All applicants must be able to produce evidence that they have the qualifications, experience, competency and proficiency for the relevant class of inspectors licence required.

An application form should be lodged with ESV for:

Class G

Class G allows an inspector to undertake inspections of any low voltage installations, except for those required under Class "H" and Class "M" and electric fences intended primarily for the control and containment of animals.  It is expected that prospective applicants will have held an Electrician's Licence, for a preferred period of at least 5 years.

Applicants should be able to demonstrate:

  • A detailed understanding of safety in electrical installations that are covered by this class.
  • Testing methods for electrical installations that are covered by this class.
  • The requirements of the Regulations relating to low voltage electrical installations.

Please include as part of your application:

  • G Class Theory and Practical Assessment Results
  • Completed Application Form and fee applicable

Class H

Class H allows an inspector to undertake inspections of electrical equipment installaed in a hazardous area and electrical equipment associated with the protection of the hazardous area but not installed within the hazardous area.

Applicants should be able to demonstrate:

  • A detailed undertsanding of saefty in electrical installations in hazardous areas.
  • Testing methods in hazardous areas and for electrical equipment associated with the protection of hazardous areas.
  • The requirements of the Regulations relating to electrical installations in hazardous areas and electrical equipment associated with the protection of hazardous areas.

Please include as part of your application:

  • Copy of H Class Assessment Results (Theory & Practical)
  • Supporting Reference to demonstrate your experience in hazardous areas
  • Any other training or qualifications which you hold in hazardous areas
  • Completed Application Form and fee applicable

Class V

Class V allows an inspector to undertake high voltage installations, except high voltage electrical equipment that is:

  • associated with an electric discharge lighting system; or
  • associated with X-ray equipment; or
  • associated with high frequency equipment;  or
  • within self-contained equipment supplied at low voltage; or
  • associated with electric fences intended primarily forthe control or containment of animals.

Applicants should be able to demonstrate:

  • A detailed understanding of safety in high voltage electrical installations.
  • Testing methods for high voltage installations.
  • The requirements of the Regulations relating to high voltage electrical installations.

Please include as part of your application:

  • On the job training details with a current holder of a Class V Inspectors Licence
  • At least  ten (10) examples of high voltage electrical inspections undertaken as training under the supervision of a Class V Inspector, including relevant copies of the prescribed certificate of electrical safety
  • A supporting reference from the Class V Inspector, who has provided your training, and who is willing to support your competency
  • Any other training or qualification evidence relevant to high voltage, which you may hold
  • Completed Application Form and fee applicable

Class M

Class M allows an inspector to undertake inspection of fixed electrical equipment installed in a patient area.

Applicants should be able to demonstrate:

  • A detailed understanding of safety in fixed electrical equipment installed in a patient area.
  • Testing methods for electrical installations in those areas.
  • The requirements of the Regulations relating to those areas.

Please include as part of your application:

  • Evidence of on the job training with a current Class M Inspector
  • At least ten (10) examples of "patient area" medical/electrical inspection undertaken as training under the supervision of a Class M inspector, by including copies of prescribed certificates of electrical safety for the work undertaken and inspected
  • The ten (10) examples should also include at least six (6) which are inspections of Cardiac-Protected electrical areas
  • The ten (10) examples should include at least four (4) which are inspections of Body-Protected electrical areas.
  • A supporting reference from a Class M Inspector, who has provided your training and therefore supports your competency and application
  • Completed Application Form and fee applicable

What is the Fee?

An Inspectors Licence application fee is $529.10 for a five year licence, including a $70.00 non-refundable application fee, and must be paid at the time the application for a licence is submitted.

If, once your licence has been issued, you wish to complete the requirements and add additional classes to your Inspectors Licence, the fee is $70.00 per application and this fee is non refundable.

Renewing your Inspector’s Licence

ESV will forward a renewal notice to your last known address at least 2 months prior to the expiry date of your current licence. It is, however, your responsibility to ensure your licence is renewed on time.

The renewal fee is $254.10 effective 1 August 2011 for a five (5) year licence.

Electricity Safety (Registration & Licensing) Regulations 2010

We advise that classes F, S & R were abolished as of 1 August 2010. 
Class L remains, however, is renewable only.  If you do not renew on time, your licence cannot be reinstated, as it is no longer a licence which can be issued by ESV.

Therefore the available classes for application effective 1 August 2010 are the following:    G, H, V, M

 

Your responsibilities as an Licensed Electrical Inspector

This licence allows an inspector to carry out inspections of electrical installation work as permitted by the class endorsement issued including disconnecting and reconnecting for testing purposes. This disconnection/reconnection activity is not considered to be carrying out electrical installation work and, as such, no certificates of electrical safety are required when carrying out electrical inspection work under these circumstances.

A licensed electrical inspector must not inspect prescribed electrical installation work if he/she was involved with the installation of that work, or if he/she is a registered electrical contractor engaged to carry out the work.

A licensed electrical inspector must sign the certificate of inspection within the certificate of electrical safety certifying that the prescribed electrical installation work carried out, or supervised, by the licensed electrician meets all the requirements of the legislation and regulations.
