The inspection process

Applications that are deemed high risk will be inspected by ESV.

The inspector also has the authority, where required, to elevate applications to high, that have been categorised as low or medium. This may be as a result of updated information supplied by the applicant or other developments, regarding the complex gas installation or Type B appliance, and therefore will also be inspected.

When the inspector receives your application and determines the risk category, the inspector will make contact with the applicant and advise that the complex gas installation or Type B appliance has been deemed high risk and will be inspected. This will usually be via a phone call, however may be via e-mail or fax. For Type B appliance applications, ESV will continue to use the submission notice.

The inspection process will involve an onsite examination by the inspector, with the licensed person, of the complex gas installation or Type B appliance. For a complex gas installation, this may be carried out when the installation is complete or carried out at various stages throughout the construction of the installation.

An installation that complies with the prescribed standard AS 5601 or AS 3814 will be accepted by Energy Safe Victoria on receipt of a signed Start Work Notice and a signed Compliance Notice. An ESV number will then be supplied to the licensed person for a complex gas installation or a Compliance Plate affixed to the Type B appliance.

Identified non compliances will be recorded and a Notice of Non Compliance issued to the licensed person. The inspector will grant reasonable time for the outstanding items to be rectified. When the installation has been rectified, a signed Compliance Notice and signed Notice of Non Compliance are returned to the inspector. A subsequent inspection may be carried out by the inspector. If all satisfactory, the complex gas installation or Type B appliance will then be accepted and an ESV number supplied to the licensed person for a complex gas installation or a Compliance Plate affixed to the Type B appliance.

Gas supply can only be arranged with the gas retailer after an ESV number has been issued and a Gas Supply Approval sent by ESV to the gas distribution business.
