Spotter registration and training

A spotter must be used when working inside specified clearances near overhead powerlines.

A Spotter is required for each item of plant or equipment operating in the vicinity of overhead electrical lines on any work site.

Registering as a new spotter

New spotters not registered with ESV, must provide:

  • Tickets of Competency,
  • Current First Aid and Expired Air Resuscitation (EAR) documentation,
  • Finalised training documentation from their registered training organisation (RTO), and
  • Documentation verifying the successful completion of the Spotters course.

For items of plant such as an Elevated Work Platform <11 Metres, or a Vehicle Mounted Crane <10 Tonne / Metres or other plant where there is no formal operating competency, evidence of training, competency and or experience must be demonstrated to obtain a Spotter Certificate.

Once this information is received by the registered training organisation (RTO), a completed Spotters Registration card will be generated by ESV and sent to the applicant’s residential address or work address – depending on the details provided to the RTO.

Renewing your spotter’s registration

For registered spotters seeking to renew their registration and receive a new registration card:

  • Within three months of the expiry date of the Spotters Registration card the spotter must undertake a spotter refresher course with an RTO, and
  • Provide documentation verifying any new competencies achieved and current First Aid and EAR documentation.

Once this is received from the RTO a new card will be generated by ESV and sent to the person’s residential address or work address – depending on the details provided to the RTO.

Spotters with non-ESV registration cards

At the time of initial spotter training, you may have been issued with a spotter’s card from your RTO. This card may not have been registered with ESV, and if older than three years will need to be renewed through your RTO, and subsequently registered with ESV to be valid.

You will be required to ensure your details are up to date, First Aid and EAR are current and a spotter refresher course successfully completed.

ESV will then be advised by your RTO and a new Spotters Registration card will be issued. Once you have received your Card, ID number and password, access to the ESV Online services is available.

Lost, stolen or non-receipt of card

A Statutory declaration is required for any license or registration card which is lost, stolen or has not been received.
